Now, if I'm not mistaken, weren't we told that the oil revenues would be used to rebuild the country, and WE wouldn't be spending taxpayer money? Perhaps my memory is just a bit fuzzy, but I'd say someone is BS'ing someone, and I just do believe it might be US.
