The only ones who never get blamed are the parents and students themselves, but like Fred said, it's mostly the parents fault. One thing that always seems to be the excuse is lack of money. It's really interesting how a "housewife" with only a high school education can home school her children to where they score higher than their public school contemporaries on all achievement tests. So much that universities are actively recruiting home schooled students. If a parent instills the desire to learn and achieve in their child, they can succeed in America. But, we have to realize, just like Jesse Jackson and Al Sharpton, the NAACP gets its wealth and power by convincing Blacks they are unable to secede without them. The day Blacks come to the realization they have the power and ability within themselves, the NAACP will cease to exist.
