In my opinion, BobF just nailed it. But Bush insisted on spending and APPROVING spending at a prodigious rate. There’s only one person to blame here.

This bill was pretty interesting. The Army Corps of Engineers said they only needed 5 Billion for the projects. The House voted on a 15 Billion dollar bill and the Senate voted on a 14 Billion dollar bill. The House and Senate then got together and compromised on a 23 Billion dollar bill. I don’t think this has anything to do with Bush getting his way. It think it’s rather trying to cut 18 Billion worth of pork out of a Water Resources Bill. If Bush would have used his veto pen during his first 6 years in office, Republicans might still be in control of congress.
